Alright broski here goes: Vision: You did a good job of recreating a character from Pokemon whom I am not familiar with at all. Originality: You told me it was basically from a cutscene so I docked you some marks. Technique: You have an amazing, unique art style that comes through in spades on this piece. Impact: Overall it's not very exciting, just sort of a standard profile of a character, so your impact is so-so.
Suggestions: I think the visor of his hat is facing the wrong direction a bit, it should be pointed more at the viewer I believe. But I could be wrong. Also the bottom side of his hair is a bit flat for the amount of wind we're believing is going through it. The collar and tie of his shirt are facing the viewer but the rest of him isn't...looks a bit odd. On the other hand, the colouring is amazing particularly on the hair and face.
The eyes are a bit too high, are you using guidelines? If not you should they help get the placement of facial features, going along with that the nose is a bit too large not sure about how to suggest improvement there.
I feel that the hair is a bit off maybe do another pre sketch before jumping in to lineart and coloring, just make sure everything is the way you want before jumping in to coloring, also the hair should be a lighter color of green but as far as improvements that's all I can suggest!
I really love your unique style though and I hope you'll keep going at it!
